Fernando de Pó is situated along a road—the Fernando de Pó road—which connects two parts of the city, Monte de Sossego and Ribeira de Craquinha. This direct relationship with such a structuring axis in establishing centralities at the lower elevation of the area ultimately ensured the presence of the majority of urban infrastructure. However, the upper part of the neighborhood consists of an area entirely lacking urban infrastructure and completely disconnected from the lower area.
The strategy focused on connecting the two areas, aiming to establish equal rights and access for all residents.
